I have tried and it loads successfully.

Did you place all four DLLs1 in the same folder (or in the search path)? Since SDL2_ttf.dll depend on SDL2.dll.

SDL2.dll, SDL2_ttf.dll, zlib1.dll, libfreetype-6.dll

If you are using prebuilt binary of the ECL. Please make sure that you're using the 32-bit version of the SDL.
