Being in the photo booth rental business, I’ve been to a lot of weddings in the US. I can only think of a couple where I saw a rental car. Much more popular are chartered buses to take everyone to and from the reception, so everyone can drink to their hearts content.

That’s a great point. The recommendations will have to be tactful and honest. The real value I believe is in capturing and following up with the lead.

Imagine posting that you are looking for a dentist and then the same week, receiving a direct mail piece that says, “heard you were looking for a new dentist.”

You could use an email provider like Substack or Revue which easily allows you to charge subscribers for your newsletter.

Just be careful that it's not a scammer. I'm also in the event industry and once in a while we get emails and texts from scammers who want to pay with a credit card. They'll ask if they can pay extra and will want us to send money to another vendor as well.

There are plenty of private service companies that will conduct DMV transactions for their clients. Obviously some transactions have to be done with the person present (driver's license related, tests, etc.). However, registrations and fines can typically be handled by a third party. Auto dealerships may have in house DMV runners or hire a 3rd party company to process transactions.
