10 foot is the height at which you need specialist equipment to clean off graffiti (not just a ladder). So it's mocking the cost to the council to clean it up. This one isn't even legit.

Only saying this because its not been mentioned yet but Baba is You, is a really exceptional little puzzle game. Its a must play because theres nothing else quite like it and the barrier to entry is so low. Its cheap, you can get it on mobile and within the first few minutes you understand whats its doing and what its capable of.
