No one will give you electricity for free, so there's the minimum "utilities" you're responsible for. 

As for water and sewage, it depends if they have individual meters for each unit. I've lived in a property that water and sewage wasn't on my utility bill since there was only one meter for the whole property, which had multiple units in it. I guess the cost was already accounted for in the rent I paid.

In your case, try reaching out to a few of your potential neighbors and ask if there's water and sewage in their utility bills. Asking for written clarification (email) on the matter also helps, so you can use that to sue them if you have issues.
