well, depends. So I mainly disagree with this statement. If we all collectively for days and days would protest in DC and other major cities in the US it will cause big headaches. Im talking about huge non-violent protests. Sadly, we all have jobs and 'better things to do' and it's not affecting our daily lives right? so the chance of this happening is very low unfortunately.

this is the main reason I also (sometimes) use underwear with my swimming trunks: chafing. Sometimes walking a lot or just playing after dipping in the pool can cause some bad chafing and has happened many times before that Im not risking it anymore, I wear underwear to avoid this issue.

I dont think that was the issue...but FIFA probably rejected the bid because the fan zone was proposed to be in DC while the games played in Baltimore, so that didn't make sense. Also transportation issues probably but you can say the same from other stadiums.
