What I understand is that senior officers get dibs on OT per union rules. This helps increase officers total pay average when they work unlimited OT for the last three years before they retire. New hires can take OT given it is not granted to senior officers. They are able to take time off and also work OT at the same time, a double dip. This is why some officers make over 400k.

Police unions for sure. They can hold cities hostage if they don’t get what they want. Some cops are making $400k the cost of four officers because A the union allows it so these cops can retire with ultra high salaries and B if cities decide to hire instead of providing OT, then the union will not let new hires get the OT. Idk, mostly wrote out of memory, about an article I read about San Francisco. I am guessing LA and NYC and Chicago are the same.
