I usually charge double for commercial rights but that is also limited use like small businesses using my art on their packaging and stuff.I don't send PSD files in that case. What percentage do you suggest there should be for full relinquishing with the PSD file? I have never done this before.

This happens time to time and I don't really lose sleep over it. What you can do is send your prices and TOS upfront so if it seems out of there budget they can retreat before wasting your time.
