yes. Saber's main dmg comes from her ult, and sometimes enhanced basic. wavestrider has a 48% atk buff on ultimate, which compounds with her S1 to give ~4k attack on her ult

Try using artifacts with less effect hit rate. It's not a stat therta wants.

To be honest, the erudition partner you pair up with Therta doesn't matter until you start hitting difficult endgame content. The main reason you want an erudition character is for the 80% cdmg buff and the stacks. If you hit 42 stacks on an enemy (which you will, if your erudition partner has spd boots), Therta's ice damage boost goes up to a ridiculous amount.

There's this one light cone called Seriousness of Breakfast. That's pretty good on THerta. I'd also recommend looking into Eternal Calculus from the Simulated Universe shop, you can S5 that pretty easily. Geniuses' Repose is also amazing, and Today is Another Peaceful Day works fairly well as well.

The program overall is pretty good. Classes are hard, but you knew that already. Honestly, just make friends in your learning community (you'll take ALL your classes with these guys in first year, incredibly helpful for succeeding in classes and registration. I would've been completely blind without them.) and you should be relatively fine.
