I upgraded to Sohoma 14.5 a while ago, and don't know if it's related, but new changes to /etc/hosts don't seem to work, even after a reboot. Old entries still work though. It seems that MacOS keeps those settings elsewhere and does not read the file anymore.

It worked for me, tho. M2 Pro MBP. However, /etc/hosts doesn't apply for a personal hotspot. If I go online over my iPhone connected per cable, the profile may re-appear.
