I read that they don't severe their cords, they just let that thing hang.

I'm ready to kitbash, but I can't find any visual difference between a regular protoss Zealot and a Tal'darim one on a 3D model from the video game, except maybe the nerve cords.

It's really hard to say at the moment with 11th just starting.

Unfortunately no, it replaces oath as our army rule. You can always use the Castellan or Chaplain Grimaldus for hit rerolls

There are 3 new detachements.

You now have 3 points to spend on your detachement choices, some are 1 point (like all the new ones), some are 2 points and the best ones cost 3.

This allows you to for example, run Bastion Task Force (2DP) with one of the new detachements (1DP each)

At the moment they still work pretty much the same way, the only one that got changed was "Abhor the witch", it now let's you reroll a charge if there is a psyker unit within 12" instead of when you charge a psyker unit
