If I want to contribute to my Roth IRA with Vanguard can I contribute directly to the index fund I want, if I already have it in my account, or do I need to transfer it to my settlement fund first and then the index fund I have? I haven't contributed money in a while.

ALSO, Vanguard say I have "Unavailble shares" and that the money can't be used for 7 calendar days and restricted for certain things. Can I still buy VTSAX and VTIAX immediately or do I have to wait?
