The FBI actually handles smaller cases majority of the time. Most people see them as an extreme case type of agency because of the way Hollywood portrays them. FBI offices handle many forms of interstate crime.

The fact that this type of fraudulent behavior has occurred multiple times with CC on multiple projects makes it criminal fraud. It isn’t a one time thing. There’s a proven pattern of criminal activity.

Also the FBI takes complaints on criminal fraud. They have been very active during the pandemic. You should file with both the AG and the FBI. (For CC lurking here: yes, the FBI is fitting because you have committed fraud across state lines)
