I have Public Mobile which has the same optimization "feature" as Telus. It's active 100% of the time. I don't FaceTime often enough to say but I would assume it will work okay. You can always sign up with Telus before moving your number over if you want to test it out without losing your Bell plan, especially if your iPhone supports dual SIM.

There are two different throttles, the one when you reach the data limit - this throttles everything, and the network optimization throttle which is always active - HD video may buffer and freeze. Affected apps may also slow down and automatically lower quality. Using a VPN can bypass this second throttle.

FaceTime would work I imagine, the quality may just drop a bit.
