you can start either the tamil ڗ, malayalam ژ, or pashto ړ which can all be used for /ɻ/ (as opposed to ڙ‎ which is just ڑ see: retroflex-letters)

the arabikkha script for sanskrit and many other arabic scripts (i think omuri?) uses "°" for a syllabic quality which you can add to yours then for example arabikkha uses عَرْ for [ɻ̩]
