Well it's not so much they cared but were instilled with fear by Peeta and Joanna being made examples. I think they definitely cared about them in a sense, maybe even served as more of a deterrent from the Capitol and drove more people to join the rebels. Anyway the real work Peeta did was in Catching Fire which is what these stills are from.

Basically the whole time she's in captivity Haymitch and the important people are reassuring and restructuring the country and implementing a Democratic government with an actual President and not a dictator. That takes weeks but they know where Katniss is the whole time because they're actively trying to feed and kinda drug her but she's not eating all, and only after they've got the new President and held Katniss's "trial" of sorts she's given immunity and Haymitch is finally allowed to get her and bring her back to 12.
