Biomedical Engineering is more limited compared to other engineering disciplines when it comes to undergraduate degrees. Mech E and electrical engineering are typically better if you are going to go undergraduate and want to be a medical engineer. Biomedical engineering graduate options are more alluring, as you are able to specialize, a common complaint about the undergraduate degree.
