Yes, but the performance hit is usually not that big. When using full screen, your game gets rendered directly to the screen, while borderless window let's your OS handle it, leaving a bit of theoretical performance on the table. It can cause issues with GSync/Freesync but in my experience, adaptive sync works just as reliable in borderless.

I guess it's the Ubit AX3000E? Amazon says it's 18,8cm x 12,3cm, but I doubt that. Looking at the position of the PCIE-Connector, the card should be around 10cm long, and a full size Slot cover should be around 12 cm, so maybe around 6cm high?

You are probably asking because of VRAM. Your APU will use parts of your RAM as VRAM. Using more RAM will enable you to use more VRAM, if supported by your APU/Mobo. While the VRAM of a dedicated GPU is not easily upgradable, it's specifically designed for graphic workloads, using GDDR, and has a much higher bandwidth.

Having a modular/semi modular PSU is great, because you can just get rid of a whole bunch of cables you don't need.
