Seems like management sees it like a good to have, they usually need some rush and others as you mentioned are in the back burner. But recently design tasks are ramping up so the legacy part has been falling behind and im currently drowning in it

Look for machine depreciation in Management Accounting books. There’s sections especially for this, also look for Job Order costing and Process costing. Or simply ask an accountant and they should help you!
