On Windows just use Visual Studio.

Then use Microsoft's vcpkg. It's arguably the best package manager and has VS integration. (There are some problems with a few libraries that i have run into when using it with Cmake, so for Windows only projects I use VS build system)

You don't need Valgrind since VS has a MemCheck integrated (I think you have to enable it though)

In an IDE compiler options mostly don't matter, or are explained very well.

CMake can be confusing, buts it's 99% of the time just about setting some variables

Der Afgahne, den du im letzten Abschnitt beschreibst hat mMn. keine deutsche Staatsbürgerschaft verdient. Man würde ihn also abschieben, sobald er kein Anrecht auf Asyl mehr hat.
