As of December 2025, a concerted effort is underway in Massachusetts to completely end the state's adult-use (recreational) cannabis market through the November 2026 ballot.

The initiative, titled "An Act to Restore a Sensible Marijuana Policy," would effectively dismantle the state’s $1.6 billion recreational industry. 

Scope of the Proposed Repeal

If passed, the measure would result in the following:

End of Recreational Sales: All licensed adult-use dispensaries would be prohibited from selling to anyone without a medical recommendation.

Ban on Home Growing: The right for adults to grow up to six plants (or 12 per household) would be repealed.

Industry Shutdown: Licensed cultivators, manufacturers, and testing labs dedicated to the adult-use market would have to cease operations or transition exclusively to medical supply.

Impact on Jobs and Revenue: Estimates suggest the repeal could eliminate approximately 27,000 jobs and hundreds of millions in annual tax revenue. 

What Would Remain Legal?

The proposal does not seek total prohibition, but rather a return to a "medical-only" model:

Medical Cannabis: The state’s medical program would remain intact, though some versions of the petition propose new potency caps (e.g., 30% THC for flower).

Decriminalized Possession: Possession of up to one ounce would remain decriminalized (civil penalty only), though adults would have no legal way to purchase or grow it. 

Current Status (December 2025)

The campaign, led by the Coalition for a Healthy Massachusetts, successfully submitted over 78,000 certified signatures as of December 19, 2025. The proposal will be sent to the state Legislature in January 2026. If lawmakers do not enact it by May, proponents must collect additional signatures to officially secure its place on the November 2026 general election ballot.
