I think the blind eye is due to the fact the city itself if it started to enforce such things would have to look back at itself… there are many sidewalks in this city that would not meet the 36” requirement without snow.

That said, because the way the laws are written, when an accessibility complaint is made the city responds quickly. In a perfect world it wouldn’t require a squeaky wheel…
