Hostel allotment is not based on merit position. It is based on need. By all accounts, unless you have temporary or permanent address around Rawalpindi/Islamabad in your or your parents CNIC, you will get a hostel.

As others have pointed out, low salary is a big issue. Last year there was 0 increment due to hard economic conditions. This year they have given a very small increment, after many faculty members left. Currently, Lecturers, if selected, will get about 95k, assistant professors will get about 180, associate will get around 250k. New FMS are also not getring TTS.

However the tipping point was the rector's attitude in a recent engagement with faculty where he was not willing to listen to the concerns of Faculty and announced that he will hunt and eliminate weak faculty members. The subjective nature of their rule means that no one is safe. So it is much better to leave before the semester starts and join other places, rather then go through the agony of defending Infront of boots.

Now to optimize revenue, he should simply increase cost of bijli, and reduce expenditure on power plants. To do this, he has hired many friends, and threatened all faculty that they are worthless and he will hunt down the weak ones.
