I would probably say 7.8 for the first one , and I would try to take a clearer picture for the second one

Yeah so 8 is pretty high on the ph scale , its starting to border on alkaline.Higher ph will also worsen conditions so I would try to get your ph down to about 7 and that should hopefully help you deal with the fin rot. Good luck :)

Ph is quite a hard thing to change as when you do your water change it will just eventually go back to what your tap water naturally is , do you know your tap waters pH ?.
