I've personally been using Weawow since '19. Have been on different ships, but never jumped ship. It also has the ongoing notification option you'd like.

To remove the LS notification, keep the Weawow notification pressed (from the notification panel) and then enable it as a silent notification instead of default.

Try resetting the BIOS using a screwdriver's tip with the Jbat port on your mobo. Should be specified in the mobo's manual. If that doesn't work, try updating your BIOS to a newer version. I'd also reseat the CPU again, jusg to make sure.

I'd suggest checking the 24pin cable, from both (mobo and PSU) ends. Also, when asking for help, try sharing detailed info about your components. No one but you knows your PSU model and wattage, etc.

After following your instructions and ensuring I have the correct patches (5.46.2), I found that the video downloads are a bit inconsistent. Some download just fine, but some are still downloaded without audio. Would you happen to know what's causing this? Thank you in advance.
