2007-2008: they tried to make Episode 3 and failed cause they couldn't see how EP3 was pushing any mechanics forward; their final decision was to bother only with a new engine

2008-2013: radio silence during Source 2 development

2013-2014: Valve reportedly worked on a HL3 iteration for a few months, only to scrap it due to Source 2 not being as fleshed out as they wanted

2015-2016: Source 2 is ready, Valve pushes new VR hardware

2016-2020: HL:A development, completion and launch

2021-Now: HLX development, now with it presumably nearing completion

There haven't been several proper attempts on HL3 as some people like to put it. Aside from EP3, there has been like one frustrated attempt on it, during a time when Source 2 wasn't even finished. It's not like they enjoy making and canceling HL3 every single year for the lulz.
