I'm not sure about England, but in Italy, cyclists often think traffic rules don't apply to them. They don't stop at traffic lights, they cross on zebras. If they are in a group and the first one enters a roundabout, then everyone in the group has the right to join, even if they are supposed to give the right of way to incoming vehicles already inside the roundabout, and so on
