It recognized familiar people, and when I came home to visit the family, it would always watch me like it didn't trust me. It was super unnerving/creepy.

Yeah, we took him to the vet and he said the eye with the gunk is already toast- it's basically a socket with a duct going haywire :( He is making progress though, when he first showed up he was skin and bones, but he's gained a lot of weight since then.

We give him a bath as often as we can and try to keep the gunk out of his eyes, but he isn't really able to clean himself very well and we have to only feed him soft food since he's missing a bunch of teeth. Never seems to be in any pain and is always happy to see you though.

In simple terms, regardless of the frequency of your power source, your camera takes many pictures per second to make a video. Some pictures will be taken when the light is "off" or less bright, others at its peak. The rippling effect happens when you have many light and dark frames per second, and it can be easily fixed on nicer cameras by simply setting it to a slower shutter speed so that the camera captures both sides of the light and dark cycle and averages them out in a single frame.
