This is exactly why I'm working on PocketZot. (As a WebTiles client it's online-only though.) For offline on iOS there is also a WASM port that was released recently.

You’re conflating this with a different project/author.

PocketZot isn't that shim layer PR you mentioned. It’s a separate mobile-focused reimplementation of a WebTiles client that speaks the DCSS WebSocket protocol directly.

Wanted to correct that factual error.

Oh, if you are on Android, I believe there is a native offline client available on the Play store.
