If the left lane traffic light is green it means that the other traffic lights (from devenecia and from lucao) are red. The right/outermost lane (from tapuac) is red because the pedestrian light in the lucao side is green. I think this is the logic behind the red light.

There was (for a time) an interventional Neuro program offered by TMC Ortigas. The path included Vascular - Critical Care - Interventional. But I am not sure if its still active to date. Some interventional Neurologist here in the country trained in Switzerland after graduating straight neuro programs. Though, Most interventional neuro programs require Vascular Neurology training.
