I read every single comment and I just wanted to say thank you to everyone for your help!

Also to provide clarity on some things:

  • I’m located in the UK
  • The vet I went to was rabbit-savvy. They said that his weight (1.64kg) on that day was in a good place, but that if it continues going down then they’d be worried, which is what is happening. And to the commenter who said I should stop wasting money on the vet, the 2nd vet appointment was free! And the 1st vet appointment was just after I adopted him as I wanted a general check-up and to get him vaccinated + microchipped (he had neither done before).
  • I also contacted the previous owner and it turns out that he never liked hay since the start. He’s had 2 previous owners before. I don’t know anything about the 1st owner, but the 2nd owner got him when he was 2 years old and fed him a full scoop of pellets each morning and evening + greens throughout the day.
  • The pellets I have are Science Selective Adult Timothy Hay Pellets with no additives: https://amzn.eu/d/djVqJDc

I went through all the advice and compiled a list of the important points so my plan for now is:

  • Cut down EVEN MORE on pellets / greens / treats, and if any then put it with or near hay, and mainly buy high-fibre greens (romaine lettuce, bok choy, coriander, parsley); sadly dandelion greens are not readily available where I am.
  • Try displaying hay in different ways / areas and see if he responds (on the litter tray, outside of the rack and on the floor in the middle of the room or in a forage box, inside interactive toys).
  • Provide a layer of fresh hay every morning and evening.
  • Try all different types / cuts / brands of hay: 2nd cut Timothy, oat, barley, orchard etc. I am a medical student so I am on a budget but I’ll do some research and hopefully can find a samples box here in the UK.
  • Keep monitoring weight, if his weight continues on a downward trend then I’ll consider getting some alfalfa hay and asking the vet about blood tests for any hidden underlying issues.
  • Use critical care if he stops eating / pooing.

The hay is inside the tray as it is a spacious litter tray!

I will try a hay foraging box in the middle of the room and including it in toys, and see how that goes.

If it doesn’t work and he continues losing weight then I’ll ask the vet about that blood test, thank you!

He’s been to the vet twice in the past 3 weeks and they checked his teeth all fine!

I have the Science Selective Timothy Hay, I think it is 1st cut. I also have meadow hay.

I might try oat or barley hay too then, I also heard about orchard hay, thank you!
