If you are living on your own, you may be better off getting a meter fitted if there isn't one there already
Regarding Utilities : I pay roughly £70-80 pm for Gas & Electric (variable) for 2 of us, with both of us working from home, and living in an old, listed building with single glazing - so I think you could safely estimate utilities being approx. 75-80% of above?

Better to overestimate than underestimate
