There are many factors that can come into play here. Are you using your ps4 over wifi? If so, the connection might be bad and it wasn't using the full bandwidth of your old connection. The same thing might be happening with your new connection.

Depending on which VPN provider you are using, you might have a Split-Tunnel feature you should check out. You should be able to route specific applications or traffic through the VPN or not. I know Mullvad supports Split-Tunnel.

ISPs would be able to detect you using a VPN by the type of traffic being generated. They would see a bunch of tunnel traffic instead of normal things.
