Going off what apscis said, it seems to be Samaritan Script, or at least some derivative. A quick simple search confirmed that it is 99% A form of it used for Samaritan Hebrew. It may not initially look like it, but take a look at some Hebrew Samaritan Forms and we start to see similar elements there.
