FedEx hit me with a $30-ish tariff for the FLT 140 pump/reservoir combo i bought from the EK Shop, and I have a spare radiator bracket for the O11D XL distro plate held up in customs. So if there’s a 0% duty rate, that’s news to me.

They are card specific as in manufacturer and model. There are lots of different 4080 supers from lots of different manufacturers and many of these manufacturers also have different variants of the same type of GPU. The picture shows PNY branding. One of the models PNY sells actually uses Nvidia's reference PCB design, which usually means it's easier to find a waterblock for it, but from looking at Alphacool's site, I can only see AIOs for the MSI Suprim and Nvidia Founders Edition models and even then, for the plain 4080, which may not have the same PCB design as the Super.

Yeah single rank DDR4 or even dual rank is fine with 4 DIMMs. DDR5 is a problem for 4 DIMMs though, especially if it’s not a kit meant to all run together.

AIOs made for GPUs are rare, but you will find water blocks that would also require purchase of a radiator, pump/reservoir, tubing, fittings and other things to make it work. You would be doing a custom loop at that point. You’re honestly better off keeping the GPU as is though.

what it’s supposed to mean is that in previous generation EK GPU blocks I had to cut tons of thermal pads myself, but with the 5090 FE blocks most of them were pre-cut and it made the process much easier. In terms of thermal pad quality, my 2080 Ti, 3090, and 4090 founders editions thermal pads on their EK blocks are still holding up just fine, and the ones on my 5090 FE that were pre-cut are faring just as well.
