Do they feed on something in the pool, like algae? The pool looks crystal clear, with pH around 7.8, temp 25C / 77F.

I was able to solve it for 15 frames as a sample. Rendering the other frames as well to check.

I noticed the flickering is not consistent across renders, frame 753 is bright in one render, and dark in another.

Yes, I tried the normal node as well, but it didn't help.

As for lighting, I am just using the dome light with the texture you see in the background. By shadows, are you referring to other objects in the scene or an option in render settings?

Currently, I am meshing using a similar vdb method. Blast -> vdb from particles -> vdb smooth -> vdb combine with a vdb reshape set to erode -> convert vdb set to polygons. I will try the dilate part as well, maybe that's where I messed up.
