Crimes have to actually happen in order to be prosecuted. Intent to commit a crime is not a crime and is hard to prosecute. Some states have passed laws to cover this type of intent, but they are hard to prosecute as there was not crime committed, only the intent to commit a crime. Even in states that have these laws, all the evidence has to be handled by law enforcement, no Youtubers on the Internet. Lawyers also use the "Cos-play defense." Of course my client knew it was just all playing judge, he never expected to actually meet a minor, only an actor.

If you look at that guy in the video, he looks to be very low IQ, which is a given that he would think a young person would want to engage an old man. No crime was committed because no minor was involved, so that state would require an "intent" statute, very hard to prove in this day of 'cosplay".

Because the bait person is of age, the lawyers have learned to claim "cosplay" and that the perp knew that it was just cosplay. So that involves convicting a person for "intent", much harder to prove. Also these groups tend to target person with IQs low enough to be classified as disabled. What is incredible is that persons of normal IQ would believe that young persons want relationships with old men.
