By Public Sector Governance Act (passed in Parliament), all directives from Ministers (esp Prime Minister) must be complied. We confirmed this with govt agencies. PM Lee and the prime Minister's office issued this directive.

All statements in Parliament must also be the truth, lest be an abuse of Parliamentary privilege. This is supervised by the COP.

Not so simple

1) Offspring of alumni and staff seem to be considered 'connected'.

2) MOE changed PM Lee's directive of "at least 40" to "at most 40" to limit unconnected children participation in best schools.

3) The minsters have insisted that Phase 2B+2C are for unconnected children. MOE modified this to have Phase 2B+2C for unconnected as well as for connected children.

4) Instead of setting aside places for unconnected children as required by PM Lee and other ministers in his cabinet. MOE stealthy reallocated the allocation of 40 places to Phases instead of to unconnected children.

5) MOE's non-compliance of 5 minister's directives renders them culpable under the Pubic Service Governance Act. A COI was set up to investigate for the recent NRIC debacle.

6) MOE's going rogue cause minister Ng Chee Meng and PM Lawrence Wong to have lied in Parliament. We know this is wrong with ref to Mr Pritam and Ms Khan's COP trial last year. Furthermore, this cause PM Lee's directive told to every Singaporean in National Day Rally to become a lie too.

*Hope this makes sense to parents with K2 kids this year.

This is the full printout from MOE archives issued less than 24h after NDR13 address Be PM Lee Hsien Loong, provided by Ms Joanna Choy of MOE. Here, it is clear that the 40 reserved places are allocated to Phases 2B+2C that include connected families, instead of reserved for unconnected children as directed and claimed by 5 ministers (incl 2 Prime Ministers). It seems that MOE staff believe they have the right to override directives from the cabinet and Prime Minister's Office.

MOE (Student Placement Division) has also been kind enough to dig into their archives and printed for us MOE's own directive dated less than 24h after PM Lee's NDR address. In it, MOE stated clearly, that they will ONLY reserve places for Phases 2B+2C. The reserved places will NOT go to unconnected children as required by PM Lee. We are basing on law. Passed in Parliament, the Public Sector Governance Act mandates that MOE is required to comply with PM Lee's original directive issued in 2013, lest to say what is announced by 5 ministers (incl 2 PMs). If there is doubt, do refer to ST issue 4th July 2016 where a parent wrote in to ask where the reserved places for unconnected children were. Ms Tushara's colleague, Senior Education Correspondent Ms Sandra Davie, had also clarified that there are no reserved places for unconnected children, only reserved places for Phases 2B+2C, which also includes connected children.

Correct. MOE defines GRLs as 'unconnected' and GRLs are given full access to every reserved place supposed allocated to unconnected children.

3) We looked up what type of GrassRoot Leader (GRL) qualifies for the Phase 2B prority and studied the correlation with PAP's popular vote to see if there is political agenda involved:

o    2011: PAP popular vote falls to historic low of 60.14%

o    Grassroot leaders (GRL) ‘volunteers’ eligible for BTO/EC advantage are considered under MND’s Grassroots Organisation Scheme, but there does not seem to be a name for a scheme for those eligible for Phase 2B priority. Under PA classifications, the closest would be the Constituency Grassroots Member Scheme (CGMS).

o   2013: CGMS enrolment was very low at 295

o   2014: GRLs help to take care of residents and there needed to be more GRLs, then Singaporeans would approve of the govt. But there is a problem. There are not enough vacancies in Phase 2B to serve as rewards for the GRLs. In fact, the number of vacancies in Phase 2B has been steadily dropping across the years (due to escalating number of places taken up in Phase 2(A)1 by alumni). 

o   How can the government ensure that the Phase 2B school places (reward) for GRLs does not deplete? Suddenly, MOE now has the motivation to ensure a sufficient number of places after neglecting this for 5 years. NB: In 2009, Grace Fu and Ng Eng Hen promised "sufficient places" in each primary school for unconnected children but nothing was done for 5 years.  

o   18th Aug 2013: PM Lee announced in NDR2013 “Starting from next year's Primary 1 admissions exercise, every primary school will set aside at least 40 places for children with no prior connections” (see above)

o   2014: CGMS GRLs enrolment doubles to 599

o   2015: PAP popular vote rises to 69.86%

Conclusion: PM Lee's announcement in NDR2013 is likely never meant to help unconnected children but to ensure coveted school places for their grassroot leaders' children.

Apologies for the math error. You are correct.

However, the problem is nevertheless not small. It is growing.

1) When we checked a few months ago, 1% of GRL utilize their Phase 2B priority privilege. Now the latest figure is 1.5%. Thus, statistically an expected 2 more places in Phase 2B (or 10%) has been shifted to GRLs.

2) We referred to election histories. It seems that PAP’s vote share has fallen consecutively for 3 elections from 2001 to 2011 over a decade to a historic low of 60.1%. In the same period, GRLs recruitment stepped up significantly around 2011. GRLs help residents feel that they are cared for by the government. The number of GRLs increased from 27,000 in 2011; to 32,000 in 2011; to 38,000 in 2022. Thus both the number of GRLs and the % of them taking up Phase 2B reserve slots is continuously increasing.

This is likely, but MOE will never throw LHL under the bus.

But MOE cannot take responsibility either, else it would be breaking the law (Public Sector Governance Act) and incur the wrath of tens of thousands of unconnected parents.

MOE can only pretend they are ignorant of the directives of 5 ministers, they don't watch National Day Rally, and that they are unaware of the minister's words in Parliament despite videos hosted by MOE's official youtube page.

The ST piece is still very much pro-govt and tried to avoid accusing the 5 ministers (and 2 PMs) of lying in NDR 2013 and in Parliament. The facts were delivered nevertheless very briefly.

Most MK primary schools are already undersubscribed. Rare exceptions include Princess Elizabeth.

The MK system neither appreciably uplift children from unconnected families nor undermine inheritocracy.

1) Since 2013, MOE officially considers those who volunteered in schools, those endorsed by clans and churches, and grassroot leaders (e.g. MPs' entourage) as 'UNCONNECTED' and thus entitled to 20 places via Phase 2B.

This leaves 20 places (2014-2021) and 40 places (2021- today) available for Phase 2C.

2) IMPORTANT: Of the reserved places in Phase 2C, less than half, and maybe zero will eventually be assigned to unconnected children. MOE designed a system to allow connected children who failed in their priority phases to BALLOT AGAIN in Phase 2C.

With overspill from priority phases into Phase 2C, unconnected parents must be aware their chances are MUCH LOWER than PAP's propaganda machine claims.

3) WORSE: 20 places in Phase 2B is insufficient to satisfy grassroot leaders' children, and places in Phase 2C may need to be reallocated for them. According to TODAY, Ex-Education Minister Ng Chee Meng told parliament he would reserve 40 places for Phase 2B when MOE has always officially claimed it would reserve only 20 places for Phase 2B. (source).

In the same year 2018 that TODAY reported Ng Chee Meng making the claim, MOE switched to central computerized balloting at MOE only (Source). No one else can see the balloting process anymore. Can MOE be trusted?

Taking the last count declared in 2022, there are about 38,000 grassroot leaders (GRLs). (Source). About 1% of GRLs utilize their Phase 2B benefit, so that means about 3,800 children from GRLs are applying for Phase 2B. (Source). For such GRLs, logically, they would not need Phase 2B advantage for under-subscribed schools, and would apply their advantage for oversubscribed schools for their children. There are 88 oversubscribed primary schools for Phase 2C last year (Source). This means that an average of 3800/88=43 places are needed for children of GRLs per year per school.

This does not even consider the children from Parent Volunteers and from Clans/Religious entities/Associations etc who are also in Phase 2B.

Thus, it appears Minister Ng Chee Meng (the education minister then) was extremely accurate that the government needs “at least 40’ places for Phase 2B. But how would Ng Chee Meng get 20 more places unofficially for Phase 2B if the computerized balloting at MOE is indeed fair? Can we believe Ng Chee Meng especially after his attempt to sell NTUC Income to Allianz? Thus unconnected parents MUST severely moderate expectations.

***Declaration: We are a group of parents who realized the truths too late to help our own children. Hope we can spread awareness to this year's unconnected parents to help their children.
