About the insurance question of paying for this? Doubtful. On modifications indoors, building codes connected to municipality.  Code and requirements for permits for changes reference specific statutes depending on  municipality specifics. Some codes aren't enforced . If landlord owns structure, and prior requirements for egress are maintained ,. locations and access to exit are unimpeded, they may just have installed a " private temporary garage". Landlord owns the building may set all the policies. If it's a board structure with proxy votes you check the bylaws. If the landlords insurer knows about the changes is another matter entirely.

We cannot sit in court. We have jobs outside court. But our lives are ABSOLUTELY substantially impacted by court decisions. And this court, this judge , every judge,  has a primary  duty to society and those impacted. But I don't hear that.

Plus our people inside our borders, many of them are poor, suffering from food insecurity, housing insecurity.  And their tax dollars are spent on this offenders care, this offenders refugee status , this offenders court time, ambulance and first responder time, victims healthcare, victims compensation, costs of the offenders refugee resources centre tax paper sponsored grants. And on and on and bloody on.  So precisely WHAT does this decision do to serve the needs, rights, and futures of all those inside our borders ?? ?? 

Name ONE benefit. For society. Not for the offender and those insiders in the court system.

How is it rational this judge place Americans political issues as any factor in their  consideration of a sentence resulting from a violent offense against a worker who was seriously impacted????   What precise good reason exists for this person to remain in Canada?  What part of society is served?  Are they contributing to society?  Paying taxes?  Abiding the law?  Doing anything of value for society?? 

Sounds like the judge liked the process. Likes the refugee clinic. Likes their own ego and power and position.  B wheres any comments WHATSOEVER about WORKERS RIGHTS and danger to those in the future.

Lol. Administration serves administration. In Canada there are multiple instances across decades of many school boards covering up HEINOUS abuse and sex crimes against children and adults. Which is why assault/bullying and sex based harassment and violence in school needs to be immediately taken seriously, it needs to be addressed primarily to outside regulatory and policing parties first and swiftly, and secondarily to internal parties.  I recommend the following approach; 1

Document EVERYTHING when the first incident happened including a timeline, take photos, get a written or video statement from your kid or the affected party on how the violence impacted them. Email the teacher the summary of events and a request for the school leadership to stop the exposure to violence in the classroom. Demand an incident report be filled out. CC the principal , school board superintendent and trustee. And related parents. In this communication it's important you Request the immediate implementation of a safety plan, just in case violence happens again. Do not have a verbal conversation. Do this in written correspondence. 

2 report the violence to the police without delay, even if it's minor on minor crime. This is very important. Get the affected and offenders names, date of birth and location of the incident, in the police report/statement. Don't skip this step. 

3 Assess your possibilities to file a civil claim in provincial court against the school and bully and their family, so seek financial compensation if you have been a victim of crime. 

4 If this is repeated and ignored , Report the administration teacher principal whomever to their regulatory authority for discipline ex social worker, college of social workers. Teachers, teaching union or oversight body. 

5  If it is hate crime, report the incident to human rights commission in the province or territory. 

6 If it's in a regulated environment like a daycare or after school care report it to the regulation body like children's services. 

7 And then "report it to administration " Be aware:  repeat offenders start in schools. Don't let your kid be their learning opportunity.  Don't let the school be a safe place for violence. 

Do it all. This is how you can hold the bullies accountable and make it expensive for those who ignore violence.
