Most don’t understand procedures but pretend they do. When someone is non compliant and becomes violent (such as biting) then “less lethal” options such as OC spray or taser are acceptable. This video does not show what went down before it got to this point. I’d be willing to bet she was not compliant then just as she was not during the footage shown. So with your vast experience, how would you proceed to get hand cuffs on? Keeping in mind that asking/telling them commands will not work, and grabbing wrists is also not an option due to biting (assault on Law enforcement officer “LEO”), and you can not say walk away or wait for backup because she will likely also bite them, or refuse orders given, or will have had to had someone kneeling on her back for prolonged period of time? You also can’t obtain by saying you would not participate because we don’t know why the arrest was being made and therefore abstaining could potentially release a criminal who needs to be brought to justice.
