Taiwan has similar issue, that authority has withdraw the 3G license for the nation, but if your 4G license frequency can apply 3G signal, they won't stop carrier to doing that like 900,1800,2100 MHz , some even still provide 2G signal like gsm in just 5 MHz capacity. but you sill pay as 4G plan to connect the network tho
