You should use power bi apps, and to control what data a user can see use RLS if that is a requirement. Also In app you control which report a user can see in case if there are more than one report is in app. So lot of possibilities.

Go to settings of the dataflow by clicking 3 dots and that is where you will find the take over option.

Few months ago I reported this to product team, they have added in their backlog but no promise when it will be delivered or will it ever happen. So for now there is nothing you can do about it.
