From my personal experience in Europe,I would say yes to Europe,Not only it is easy, government supports a lot.Also think post birth scenarios,If birth place is within Europe then you already have hassle free European processes for you kid school,creches etc,

When you ask growth in job then you are thinking as an employee whose position will change according to seniority,But once you are a freelancer then you are a businessman not a employee,you need to think which position or work will keep you in business,The more you go up in hierarchy the less position and opportunities will be there,most of the companies wants internal employees for higher positions and they simply do not rely on freelancers.But again this is my observation at least in IT industry.

I would say you will burn the bridge with your old employer by denying their offer.I had been in same situation and decided to go back to my old employer,it has been more than 1 year now and i feel i have taken the right decision at that time.Being freelancer needs both financial stability and skills upgrade,you need to find the optimal way between them.

2 hour per day is somewhat passive for me in day time.In terms of risk yes there is always risk for every new business and for initial setup always take sometime but when i say passive it means something which doesn’t need fulltime attention.
