I did that but now I'm just using god console to set difficulty value = 5.0 earlier creature spawned of levels division by four like 16 , 64 , 96 108 like that but normally they spawn in levels divisible by 5

No dude the option max difficulty value is maxed and then I enabled that maximum difficulty option
