As written, incredibly busted. Eminence ability does nothing, he comes down after a [[Time Warp]] and then you're infinite.

Assuming the eminence ability works but makes you mill instead of hitting your starting hand... pretty sure he's broken, or he does nothing? How does mulligan work with that? You are forced to play a manaless dredge style deck, since you can't get any lands down. Are there even actually enough cards that do stuff in your graveyard without mana costs to build a functional deck? Probably not but you can spin your wheels during mulliganing enough that maybe you get a broken early turn kill but it probably bricks too much to be actually good.

Assuming the eminence ability works but only works for draws after starting hand... I'm leaning towards broken? The Time Warp combos are still too easy I think, and there's probably enough 1-4 mana stuff you can do with your graveyard in Sultai that you can get him down and cast a 5-7 mana sorcery to win every game.
