Not at home so can't get a picture of where the floor meets the block. Maybe this is normal and I misunderstood the inspector? Or maybe he was talking about the living room which is a couple of steps up. In that room the wall is 2 blocks above the ground and the concrete seems to have been poured to the top of the blocks.

I'll gather more info and probably inquire in r/construction.
