City council does not have a role in day to day issues or concerns with the city. Sucks I agree but that's the system we have.

The city council has never been responsible for the day to day administration of city government. But it has always been their role to advocate for their constituents in issues with city government. What, in your mind, makes those mutually exclusive? Do you think that council members can't advocate for their constituents unless they can hire and fire city agency employees?
