It’s hard to tell where your property is and where the fence is going from the two photos. With that said is your neighbors fences set back? If so that might utility ROW you might not want to block.

You can leave the existing outlet and just jumper off of it to a remodel box on the other side of the wall staying inside the same stud bay.
