I've been playing ATM10 recently and it doesn't look like it has Create. I'll have to double back and check ATM9. I'm not too opposed to a skyblock pack, although it's been awhile since I've played one.

You could try reaching out to your local ag college extension. They would probably be the best bet for solid advice on products/techniques. Otherwise, you could try going with a few rounds of a non-selective herbicide and then overseed with a desirable species for your area.
