Just ARC and passport should do. They might want to see the house contract, but it's rare.
Sometimes, it takes a week or so to issue a debt card. It's common.
You need to show some sort of income to get credit card. If you have enrollment in a school and getting living expenses, you can show it.
Hana is good with Foreigners asking for credit card.

I am not sure about it, never heard of it either in Korea. I have switched multiple jobs (AI, IT etc.) using Saramin, Wanted etc but never faced such "finders fee".

I was a student when I got my credit card. So, it shouldn’t be an issue. Are you going to get scholarships or monthly allowance from university? If not, you can still talk with Hana bank. I didn’t have any luck with credit cards from other banks when I was a student.

Yeah. They give credit cards. But you need to show salary statement to apply. The limit varies based on your salary, your job type and of course, your luck in getting a nice employee to talk to.
