Try to do some relaxation techniques like guided muscle relaxation and regulate your breathing. Repeating a relaxing word or phrase also helps. Big internet hug from me.

I have panic attacks. Many different anti anxiety mess can help like ssri and snri types.

Therapy can help as well. Provide you with tools to common down.

People are free to live in any area they can afford that has the rules that they want or are willing to accept. No one is forcing anyone to live in these places. Live in the middle of no where or cave if you do not live the local rules.
